WY elk draw odds question

In the draw odds information from 20204's results, WT Game and Fish reports it like this...

Tag quota #issued pref points 1st choice applicants success odds%

and so on. What does the "<5" or "<4" line mean? I can see how you have 4 or 5 preference points, but don't understand the <....

If I have 4 points and you have 5 points and we put in together as a party we have 4.5 points in the draw. All applicants in a party draw or none of us draw.

<5 means it required more than 4 but less than 5 points to draw. Could be 4.25, 4.33, 4.5 or 4.75.

I've only got 7, I was checking to see if I could draw a 2nd choice bull tag in WY this year but it looks like the odds are zero.

Ah… the good ol’ days of drawing a 2nd choice elk license. Seems like a lifetime ago. We used to get a general license as second pick with zero points and try for hard to get LQ tags as our first choice. I drew 11 general licenses in a row. The last half did require low points. Makes me feel old. These days I always look ok for a party member to add even if they only boost our average by .333 points. 5.3333 is way better than 5 even!
