Wintergreen out of Ely, MN makes two different pants that do a good job of cutting the wind. One is more of a summer version and the other a cold weather version with side zips on each leg. I have both and really like them. If USA made is important to you these pants fit that bill.
My son uses a pair of Carhartt wind pants (not sure what they are actually called) on an almost daily basis during the winter months. He works outside feeding cattle, calving, loading grain, etc. He prefers the wind pants to his insulated bibs because his mobility is so much better. The Carhartt pants are very affordable.
