32 hours is a good amount of time.
It is less than a week.

The west would be in better shape and hunters would be better hunters if they had to spend a week doing volunteer habitat restoration/enhancement before being able to get a license. They could place the hunters in the unit the guys would hunt.

Yeah there are a lot of logistics - some one has to train, oversee, and manage. Then we have the documentation and tracking part of it. Might be worth it.
 
I'ts a great program. I've been able to learn a specific area very well, learn hunter behavior, and be successful.
The new project software is great for being able to find and sign up for projects without needing to call people at the division and hoping for a call back. this will be year 9 for me, but I killed my 2nd buck last year. You can frontload your hours as of Jan1 prior to drawing for your first year. I tend to frontload my hours on year 1, do less year 2, then only have 2-3 to complete by year 3.
 
I applied this year and am hoping to get in. I have been Coyote hunting my applied for zone and have seen deer and antelope so far. It really helps to learn the area and for me that's been the best part.
