One thing I do agree with from HSUS. CA bear management plan is old and needs updating to include a spring season or 2 bear tags!!

If either of those happened California will be seeing much more of me.

I have a difficult time seeing a spring season but, a second tag to hopefully meet the quota sounds possible.

I think a spring season requires legislative approval but a second tag can be accomplished at the department level. I could be wrong and often am.

Agreed. A draw hunt in high density areas could be one way for it to go through.

Like JohhnyB said, I believe it takes a legislative action to set a new season. Finding a favorable representative probably wouldn't be overly difficult but, getting it passed would be. It's an avenue worth exploring regardless.
