Unit 23 and 16D in New Mexico

Looking to put in for one of these two units, but not sure which one I should focus on as #1 choice. I think 16D is a little better unit, but I also think I would probably draw twice for 23 in the time it would take for 16D. Anyone hunt these units and have any advise?

16D! 23 has fewer resident elk and can be tough. If you are coming from Iowa aim big and stay with 16D/A, 15 IMHO.

Put in 16D as your first choice and then 23 as your second or third choice if you want to hunt it. The odds of either are very slim, but not impossible. I drew 16A second archery this year. It was my very first year applying for New Mexico.
