I’ve got one of the early Mark V Backcounrty Ti in 6.5 RPM, it will shoot factory loads just fine with no problem with ejecting the spent cartridge, so with reloads I have been getting cartridges that stick and a bolt that is hard to eject the spent cartridge, full length resized with RCBS dies, trimmed to length, federal GM215M primer, 65 gr H-1000, 140 gr Berger Elite Hunter bullets gives me a muzzle vel of 3050 FPS. Should I be doing something different when reloading to stop the cases sticking?

Measure the case at the .200 line after you size it. Compare it to a factory and fired case.

Did you work up to that charge? According to Hodgdon, 65.7 gr of H1000 is max with a 140 gr bullet (they used swift with their data), so you're getting close to max. If you just randomly picked it, I would drop the charge a bit and I would imagine you'll see the issue go away.
