Slow ELDMs

I just finished up chronoing my Tikka 308 (factory barrel) with factory ELDM 168gr and am only getting 2550-2575fps. I had some extra Hornady 165 SST’s that I then shot and was getting almost 200fps higher velocity. Is this normal for 3 grains of difference between the two bullets? I’m almost wondering if these are 178 grain bullets in a 168 grain box.

Take one apart and weight the bullet? Could be different powders or something else that’s causing the difference.

Are the 165 SSTs the "Superformance" variety?

if the SST say Superformance then there using Hodgen superformance powder which will give quite a bit more velocity over say H4350, H4831. I was able to get 140fps more using superformance over H4350 in my 20" 300wsm shooting 178gr eldx but that powder seems to foul barrels pretty quick so stopped using it
