Yeah that’s with the head. I’m 6’ even and it’s just a hair short at full extension. Here’s a photo. At full height it measures 59.5” from ground to the top of mounting plate and 62.75” to center of eye cups.

I initially bought a different one I didn’t like. Called Cameraland and they set me up with this one. Cameraland is the shit.
