If my order was in state "Shipped from Stockys", how long should I expect it to take to actually receive it? If there is something amiss with it, will I get a note to that affect? +9 months is starting to wear on me. Especially since mine was a bare carbon, albeit with a arca/pic rail.

Bare carbon lead times are 1-24 months depending on Qc at Stockys. Looks like you are still in the normal window.
