I've been washing and retreating the DWR of my 6 year old Kuiu Chugach jacket with whatever was recommended by Kuiu a while back, but the jacket completely failed and soaked through on me this summer in a big thunderstorm. Is there any way to bring this rain jacket back to full effectiveness?

I hear a lot of people saying the grainger dwr is better than even what Arcteryx is putting out these days. That may be a good place to start.

Rain jackets are disposable equipment with a limited useful life especially ones that rely heavily on DWR vs their actual membrane. Also any breathable rain jacket can wet out with enough rain even if brand new. I am not familiar with that one specifically though.

A couple coats of silicone based water repellant...then leave it outside for a week so it doesn't stink.

If you used something like Campdry fro canvas on it you are screwed. The solvent base on that tent stuff wrecks future treatments

Any advice on the best silicone spray for rain jackets?

No way you'll get it back to full effectiveness. At 6 years old, if its been used a lot, its probably done for.
You can try a full wash cycle of Grainger's Performance Wash + a 2nd cycle of the Rpel and then do a spray on treatment. This assumes that you don't have any delamination or taped seams falling off.
