I'm putting together some "break in rounds" for my 25 creed. Nothing primer popping. My components are as follows

Reloader 17
Hornady 134 eldm
hornady 6.5 brass necked down to 25
CCI #200 LRP

Best I can extrapolate from other data is I'll probably be safe at 41g but if someone could check me with Quick Load that would be awesome

Just based on Hornady load data for 6CM, 25CM, and 6.5CM, I think 41 is going to be on the high end. They have RL16&17 for 6CM and 65CM, and they are less than 0.5gr lower on RL17 than RL16, and they have max on RL17 for both at about 41gr or a bit over. With the 25CM, they have max on the RL16 at 41.7gr, so I say it’s safe to assume max for RL17 would be just a bit lower. If it were me, I’d start at 38-39 and just do a series up in 0.5gr increments to see where it hits pressure.
