Yes because your verified with a Credit card on file. PayPal is taking your money at that point.
If you only have a bank account on file you are not verified.
The receiver will get an instant email. But if you read it will says the funds are being held until cleared. And it won't show in your PayPal balance.

I may be unverified then idk, but I don't own a credit card, as I don't believe in debt. I do know that people tend to ship stuff right away and I wouldn't expect that if they hadn't received the funds.
