OTC Rifle cow elk meat hunts

What states have cow elk (tag price being cheaper than bull) hunts otc that could still be obtained for this season? No need to say units or anything, just want a list of states for my buddy. Thanks!

screwed up my post, disregard. There are options though, your buddy just needs to look at the states offerings. And the price will range from around $280 to $500 for tag and other fees.

CO leftover list is nearly as good as OTC for cow elk. Some units had over 100 tags left right up until the week before the season. It's not true OTC, and it may be changing a lot soon, but for now that's what I'm doing.

Not sure any of the wilderness areas in MT will have an OTC cow tag. None come to mind off the top of my head, but I’d have to look to confirm
