? on Tikka Roughtech or Lite Veil

when tikka list the barrel specs of 24.3" is that including the muzzle brake, or will that extend farther? If it's including the break their would be less riffled barrel length than a 24.3" without muzzle brake?

Barrel length is measured to the end of the muzzle, the crown.
Muzzle devices are not included in listed barrel length.
