Odd 9mm brass

I was going through some of my brass and noticed this 9mm case with an odd looking "sleeve" inside the case, decreasing the case capacity I'm assuming. It took much more effort than normal to punch the primer out but it didn't look like it had a crimped primer. Does anyone know what this is? 1000021775.jpg1000021776.jpg
 
It is intentionally made that way to reinforce the case for use in guns with minimal support at the rear of the barrel.
Vern, why respond with speculation, people ask questions looking for answers not a half assed guess
 
According to the reviews, that is for making bullet seating more consistent.

Stepped brass to prevent bullet set back and the best thing to do is to throw it out/recycle it. Plenty of non stepped cases out there to reload.
 
It’s cheap ammo, nothing about the case is an improvement or extra strong, or whatever. If anything it’s probably extra soft brass that’s easier to stamp out and needs the liner because minimal spring back was sticking in some chambers. Good brass doesn’t need that. It’s designed to be as cheap as possible and is probably loaded with weird surplus powder that’s dirt cheap and dirty as well.

There’s no reason for this ammo to exist other than it’s cheap.

 
I found about 10 more casings like that in my box of brass. I'm not risking reloading these. I have plenty more to work with. I really appreciate everyone's feedback!
