Odd 9mm brass

I was going through some of my brass and noticed this 9mm case with an odd looking "sleeve" inside the case, decreasing the case capacity I'm assuming. It took much more effort than normal to punch the primer out but it didn't look like it had a crimped primer. Does anyone know what this is?

It is intentionally made that way to reinforce the case for use in guns with minimal support at the rear of the barrel.

Stepped brass to prevent bullet set back and the best thing to do is to throw it out/recycle it. Plenty of non stepped cases out there to reload.
