Can someone explain these numbers to me? I’m sure I’m missing something but not sure what. If in 2023 there were 10,259 apps with 2PP and 8612 were successful, that leaves 1647 people that will now have 3 PP for 2024. But there were 4562 apps with 3 PP in 2024, so where did the other 2915 come from?

I would assume party applications since it’s 2.2 - 3 points . But the good number is total applications were down 1400 slightly better draw odds in 25

May be several folks who had one point then bought two points the next year by going with an outfitter. They jump from one to three by doing so.

This was my first thought as well.
