HB 417 would end special deer, elk and antelope permits in hunting districts that are over objective pursuant to 87-1-323
note that 87-1-323 states “The department shall consider the specific concerns of private landowners when determining sustainable numbers”
What this will effectively do is make elk areas such as the Missouri River Breaks, Snowy Mountains, Bears Paw Mountains, Elkhorns, and the Beartooth Wildlife Management Area able to be hunted by residents OTC on a general license and available to 17k Non residents that acquire the Big Game/elk combo.
Obviously, people that are familiar with these areas know what that means for the quality of the hunting as well as the health of the herds that live on the publicly assessable portions of these units, if this is passed.
Elk are over populated because of lack of access for antlerless harvest, and won’t be brought into objective by the public slaughtering bulls on public land.
What this bill does do is allow large landowners the ability to sell more hunts, since their clients won’t have to acquire the tag in the draw.
