I’m originally from Ohio but had to look it up. “Closed mouth people“ meaning they keep quiet about what they’re up to. That can mean anything from minding their own business to hiding bodies in the basement. Makes sense now.

Pretty sure it refers to civilian marksmanship program. Camp perry Ohio if I recall correctly.

Yes, I think it's a reference to the Civilian Marksmanship Program in OH. They put on the national rifle and pistol matches, and sell surplus 1911s and M1 Garands.
