I wouldnt worry about it, unless you're close to a road.

The only time I see a warden is very near a truck

Two years ago I got checked while I was filling water at a creek. I was four miles from the access point with no established trail nearby. I heard a twig snap and next thing I knew a warden rode up to me on horseback.

If you insist on a hood instead of a beanie..............buy an inexpensive fleece orange jacket with a hood. They weigh nothing. Strap it to the back of your pack to take care of the pack issue. Remove the pack and wear the jacket over your vest when you decide to stop and glass.
