Honestly I don't really have a dog in the fight and have no plans of hunting WY any time soon. That said, based solely on principle I do take issue with WY preventing people from hunting federal land because of where they reside. It seems like overreach to me. That or a way to fill the pockets of the guides. Now if I chose to hunt WY I would probably do what the OP is trying to do and find a resident to hunt with because despite what you may think I do respect local fish and game rules. So good on the OP for toeing the line, respect. But shame on WY for the arbitrary regulations. And as a CA resident I know arbitrary regulations when I see them.And?
This is redundant. Preventing and regulating are synonyms here.They are not preventing anyone from hunting federal land. They are simply regulating how a non-resident can hunt federally designated wilderness.
