Is there an impact collar available to fit a 6.5mm 250 spine shaft and use a standard 8/32 threaded broad head?

I don't know if anything is readily available. You could make a footer from 2114 aluminum shaft. Top Hat makes shaft protectors, but I would consider them an impact collar, tho I use them on the back of shafts to protect them from other arrows impacting them.

An impact collar isn't going to be threaded, it just slips over the shaft and insert, while still having a lip to mate to the front of the shadt.

That’s mostly the conclusion I’m coming up with. I have found an insert and sleeve system that fits by Ethics but it requires the use of 11/32 threaded point.

11/32 refers to the diameter (in inches) of the field point that will best match the OD of the sleeve. Those field points will still have standard 8-32 threads. The sleeve itself is unthreaded and just slips over the arrow shaft.

My mistake. I thought it was referring to thread size. It was also 0300 this morning before work. The inserts aren’t fitting with the sleeve either. Too tight of tolerance or wrong combination

Some flanged RPS-style inserts extend past the outer surface of the arrow shaft. If your inserts do that, you might have to sand/file the flange down until it's flush with the shaft to get a sleeve to work.
