Idaho Fish and Game licensing critical system update

Anyone have knowledge of the underlying problems and solutions that are being put into place with Idaho's fish and game licensing system?

For reference, this was mentioned at link below, but doesn't share details.

F&G cancels Oct. 5 returned nonresident tag sale due to few tags and licensing system upgrades

Idaho Fish and Game has cancelled its returned nonresident tag sale scheduled for Oct. 5 due to few tags available and scheduled upgrades to the licensing system. Fish and Game will resume the returned tag sale scheduled for Oct. 19 and roll those few tags into that sale.

Sounds like bullshit to me, they considered a cancelled tag sale to be more successful then actually letting a few returned tags hit their online licensing system and their probably right.
