Idaho disabled Archer permit

Has anyone obtained one of these before and know how difficult they are to get? A Friend's father has completely lost his ability to shoot a regular bow due to injury and multiple surgeries. Now uses a crossbow. He is 63 and has been told this is permanent by a doctor, not a strength issue.

Idaho regs look like it says loss of or loss of use of hand or arm. I'm just not certain if this would qualify since he has lost the ability to draw a bow.

A doctors diag of inability to draw a bow. And a letter stating it. My Dad had one a few years ago. I would call F & G . Or check the website under FAQ.
