Hunting bear from a treestand with no bait

So what are some of the successful methods of hunting black bear from a tree stand in states that do not allow hunting over bait.

In WV, hunting bear over bait is illegal although hunting with hounds is legal. Doesn't make much sense to me why a state slows one method over another. ..

Also I must mention being I am surrounded by National Forest, baiting game is a no no for deer as well. I am guessing that there are lures along with distress calls that would help in bringing a bear into bow range.

Treestands are a great tactic anywhere you can pattern the species you are chasing. We can't bait, but see bears feed in the same exact spots (grassy patches along old deactivated skidder roads) year after year. We spot and stalk because we can watch several spots like this in one massive area and it gives us several options. But having a treestand set up and waiting in one of these hotspots in the afternoon/evening to would be a great tactic as well.

Talked to a guy that hunted an oak covered bench year after year. There was one Ponderosa on it and he put up a ladder stand that allowed him to shoot feeding bears as they wandered by.

Its not uncommon for us to call in bears with cow elk mews.

I have been planning on hunting them out of a saddle this year with archery equipment. I’ve been basically scouting pinch points and benches and looking for scat and historical feeding areas. I used dogs for years and this is much more challenging. We can’t bait on game land or national forest.

Hmmmm, I did not know that although I do not profess to be a bear hunter. I have seen a good many in the wild pursuing other game. But I have come to a point in my life that I want to become a bear hunter.

There’s a place up here where all the trees died off and the dandelions grow like gang busters. The blackies move through there and graze like cattle.
