How to end NR Wyoming wilderness ban?

This case went to the WY Supreme Court in 1986. Conviction upheld 3-2.
Looks like they ruled that elk hunting is a sport and not a right and that Wyoming does have the right to restrict.

I probably shouldn't have read this thread. Now if I'm hunting next to a Wyoming wilderness, it's going to be awfully hard not to peak in there a little. Doesn't sound like it's enforced very strictly.

It's popular because of financial reasons. It's hunting outfitter welfare.

Pretty certain you can go hiking, climbing, biking, horseback riding, and whatever else you want in wilderness without a guide.

You can also go Small game or upland bird hunting
Just no big game

Interestingly enough a local municipality tried to ban hunting from federal lands that are in close proximity to popular hiking, biking, cabins ect. Guess what? It doesn’t work, little thing call the primacy laws, I’m guessing it wouldn’t stand up in Wyoming but I wouldn’t want to be the guy to test that. Years of paying a lawyer and fighting what is probably a pretty minimal fine.

There is an entire Newberg podcast on understanding why Wyoming can do whatever they want. Non-residents are not stakeholders of the states wildlife trust.

The North American model never had anything to do with non-resident hunting. That was not the intent. It has everything to do with protecting wildlife as a trust for residents of that state.

is the intent to help residents kill trophy animals ?? Because it sure seems the eliphant in the room is people want easy to kill trophy animals next to the road and if they dont its not fair and it must be because the NR quota is too high... the animals beloning to the state is because of subsistance...not a draw trophy bull/buck hunt...

Food for thought....the old timers never seemed to have an issue with the NR tag quotas...its only with the new gen trying to kill & post trophy animals every year that this greed has set in

I'd be curious how the actual citation is written. In order to avoid a state LEO writing what amounts to a trespassing ticket for federal lands, it must read something along the lines of, "Failure to have a guide"

(a) No nonresident shall hunt big or trophy game animals on any designated wilderness area, as defined by federal or state law, in this state unless accompanied by a licensed professional guide or a resident guide. There shall be at least one (1) licensed professional guide or resident guide accompanying each two (2) nonresident hunters. The commission may also specify other areas of the state, or specific big or trophy game species, for which a licensed professional or resident guide is required for nonresidents, for purposes of proper game management, protection of hunter welfare and safety, or better enforcement of game and fish laws. The commission may allow licensed guides to accompany more than two (2) hunters but no more than six (6) hunters in specific areas.

I'm kinda surprised there isn't Wyoming residents posting WTS Friendship for a week threads. If you already had a hunt planned in a wilderness area then you could make a little extra dough. Just tell them you're not packing anything out for them.

The ticket would just say alleged violation of WY Statute 23-2-401(a).
