In most cases USFS land can only be disposed of if it’s considered an administrative site or if it’s directed by congress, or it’s traded for other ownership in other places example trading 40 acres of land on the edge of USFS ownership for a 40 acre in holding. You won’t get a good answer from the front desk person answering the phone (they are the lowest person on the pay scale and probably new. Good at providing info on camping and firewood permits but not more complex subjects.) so best ask for the lands and realty specialist or the local district ranger as they will either be able to answer your questions or point you in the direction of the person that has the info.
