Hornady sizing die not bumping shoulder?

I'm resizing once fired 6.5 PRC Hornady brass in a Hornady custom grade full length sizing die. The de priming pin is set to about 3/16" out as per the directions. Once resized, the empty case will not chamber. A sharpie mark around the shoulder shows signs that it is rubbing. The bolt will not close.

The die is adjusted per the instructions. The case mouth to base length is under 2.030". What am I doing wrong?

Screw the die down a quarter turn at a time until you feel resistance on the end of the press pull. If you can on your press, get it to "cam over" slightly.

If you start pushing your shoulder down and it deforms the case improperly, trim your overall length so your neck isnt hitting prematurely.
