Sure, in theory. But the scope doesn’t have a ton travel regardless of rev-limit turn. So you may eat into your total elevation zeroing at 250.
This absolutely could be the case. I don't know how much internal elevation it has (can't make sense of the product page). I assumed a 20moa rail would take care of it.

Yes. The S&B Klassik 3-12x42mm with P3 reticle and and BDC (mil) turrets are solid scopes, and if 4.8 mils of elevation will work, and it sounds like it will for you, they are probably one of the best choices.
What optic would you recommend for a SAKO M995 chambered in 7MM Weatherby Mag.? 150 to 450 yards on deer and elk. More emphasis on quality of glass and robustness than options desired by the more experienced marksman and hunters. I have a 4.5-14 VX3 Leupold on my Winchester Model 70 chambered in 7MM Remington Mag.

Go with the SB Klassic he described. You have more than enough elevation and you get alpha glass in a robust scope.

Thank you for the recommendation. I am looking around and it looks like it might be a tough one to locate. Any suggestions on a source for the scop?
For the Sako M995 what is recommended for mounting?
I appreciate the guidance.

Europtic is the only importer. If you order it and it’s on back order you are just waiting. You will literally be on the list in the sequence of the purchases. Once a shipment comes in they will send it to you. Shouldn’t have to wait more than 60 days.

Euro-optic does show the P3 out of stock but they have a L3 which I think I like better.

Thank you for the info today gentlemen. I appreciate it very much.

Gentlemen,
Here I am again asking for help. My SAKO M995 option has fallen through and I need to re-evalaute the direction of my project.
Before the M995 came up I had been researching Bergara and focused in on a HMR PRO in 6.5CM or the .308Win. My use is primarily deer hunting from an elevated platform shooting on average 300 yards. Most of my practical experience is with long action calibers. 30.06, 7 Mag, .300 RUM, .300 REM Mag. I am a hunter, deer primarily and elk occasionally. The Bergara HMR PRO 6.5CM is a significant departure from my norm in style of rifle and caliber.

My questions:
1. The Bergara versus seeking out another Sako?
2. 6.5 CM versus 6.5 PRC? I own a 6.5CM and no nothing about 6.5 PRC other than some preliminary ballestics research.
3. Would you still recommend the S&B Klassic 3-12?
4. Would you recommend adding a rail or mount the rings direct to the rifle?
5. Would you recommend a muzzle brake? Which one?
