This is an old dispersed shooting area that the FS built in to a proper range. The downside is that with the opening of this range they have now closed of sections of NF to public shooting.

"This range opening prompts the closing of 94,900 acres of unsuitable areas of
National Forest System lands identified in the 2019 Recreational Sport Shooting
Management Decision for public safety. The decision outlined geographic areas
where ranges needed to be built before closures could be implemented, ensuring
recreational shooting opportunities. These safety closures are in southern Clear
Creek, northern Larimer and Grand counties. The closure order and map can be
found on the forest website. You can find a full list of public target ranges on
Colorado Parks and Wildlife’s website."

I don't know any details so I can't comment on what is but... Growing up, we had a target range that sort of evolved near the city dump. Without places to hang targets, The local rod and gun club built benches but there was still a collection of appliances, beer cans, etc for targets that were left when the shooters were done.

If the range gets too formal or expensive, the garbage shooters just move to a new point of convenience. A couple years ago some evolved into shooting tv screens near my place. What a mess to clean up.
