Colorado Elk Unit 71 no more either sex first rifle

Looking at the new tags for unit 71 and wondering why. You now have to apply for a cow or Bull for first rifle. 2nd and 3rd season are cow only. Would they do this to improve the heard?

I did either sex 1st rifle last year and was hoping to again, now i am not sure if i should do cow or bull for first rifle. There will be 2-3 hunters. Sure be nice if we could apply as a group and each person could select cow or bull.

It’s more then likely a move to eliminate possible over harvest of cows. Bulls are OTC in 71 for the general seasons so that’s why your only seeing cow tags for 2nd and 3rd.
