My son and I are putting in for the 1st Rifle draw. One of the new changes is that you can no longer put in for either sex elk for certain areas. My son is stationed there (military) so he has residence status. I don't mind spending the $160 more for a Bull, but it almost makes sense for him to put in for a bull and I to put in for a cow, which might give us a better chance at success. I am not overly concerned with antlers, but would like to take a bull if given the opportunity. Interested in hearing other's reasoning on selecting either a bull or cow given the choice.

Plan B is 3rd rifle which would be bull only.
 
In your situation, I would get the cow tag and let your son get the bull tag. It will increase your chances of one of you filling a tag and will keep you from stepping on each others toes if you only see one elk. No matter what elk you see, cow or bull, one of you will get a chance.

Maybe switch off each year. This year he gets the bull tag and next year you can have the bull tag.
 
There are also units where you can draw an either sex tag. You pay the bull price but can take a cow if its getting toward the end of the hunt and you don't want to leave empty handed.
 
We are already set on one area, and already have an outfitter lined up. He will take us in during 3rd rifle if we fail to get drawn.
 
Presuming there aren't draw odd issues myself and my partner usually break it up the make sure we have at least one of each tag along since inevitably you'll see what you don't have a tag for.
