CO FFL.. gifting from NE

Figured someone might know on here before I ask a local FFL. I currently live in a state next to CO, if I wanted to gift/sell a lower (serialized) or complete rifle (serialized) to a relative residing in CO what is the best and LEGAL way to do it?

Am I able to transport said item across state lines and 'gift' it to them hand to hand? (Since they are considered an 'immediate' family member. (See link below) If I lived in CO I believe I could just not sure since I am out of state.

Thanks for assistance. This new law in CO that they are trying to push through is crappy and just want them to be 'grandfathered' in incase it happens.
