My rine hart and 3D targets leave crap on my arrows and it is starting to build up enough that I would like to get it off. They are practice arrows but it still can't help flight and it doesn't make them any easier to pull out of the target. What can I use to clean this safely?

I use my pocket knife, steel wool, or both. Even using arrow lube, half of the 3D targets seem to attach themselves to my arrows. And those layered fiberboard targets are even worse.

I use the backside of an x-acto knife blade, followed by a couple passes with a non-scratching scrubby that has some dish soap and water on it.

I use Scotch Brite to clean them off and a tube of vegetable oil to dunk the tips in before shooting again. It helps keep target from building up on the shafts and the pull eaier

I use two things. a 6x6 piece of black 1000 cordura, and a slightly used green scotch brite pad. Cordura (textured side works great for layered and bag targets filled with shrink-wrap. And the Scotchie works decent for foamies.
