Calling all plumbers!

Flange is pvc/plastic, and the drain pipe looks to be plastic.

Edit: I will see if I can remove the existing flange and see why it's not level.

If you can remove the flange, just do whatever it takes to shim up one side and make sure it’s 1/4” all around.
Verify the flange is screwed in tight, and upgrade the closet bolts that lock the toilet into the flange.

if you have this many questions and still haven’t figured out how to set a toilet, call a plumber. The money spent will save you in the long run.
I know how to set a toilet. I've never had to deal with a crooked flange. I live in a very rural area, and the local plumber is mid at best and likely installed this flange the way it is. I'm also not interested in hiring a plumber to charge me time and mileage from 30 miles out for a job I can do myself.
