First off I am not on here to cry because I am not getting tags. I am currently a resident of New Mexico, but I live in Europe. I am 10-15 years deep in points programs throughout the west depending on the state.
Here is my suggestion, doesn't really matter the state. Thinking of Wyoming and Colorado.
1. All current points programs go through a 10 year transition.
Maintain preference point draws where the person with the most points gets the tag.
in 5 years move from preference points to bonus points.
Maintain random tags with no preference points.
a. Until 2030 we have a 70% preference point draw and a 30% non-preference random no point draw.
b. In 2030 we go to a 50% bonus point draw and 50% random non-preference point draw. Bonus points draw first and then random.
Key points.
1. We keep random no bonus draw to allow for anyone to draw a tag at any point. Allowing more opportunities for those that are new to hunting for deer, elk and antelope.
2. We move to a bonus point draw knowing that point saturation (creep) has over powered the preference point system.
3. I think some level of opportunity must exist for kids. 10-20% of all non-wilderness elk, deer and antelope tags set aside for anyone 12-17. These will be the first pool drawn and anything not drawn will go into the bonus point draw and then into the rand no point draw.
4. No bighorn, goat, moose, grizzly, oryx, ibex, bison whatever high demand trophy tags would be available for kids. As these are regularly party hunted by dads who can't let the tag not be filled.
5. Residents and non-residents must have at least 5 years of hunting licenses in that state to draw a high demand trophy tag species.
