Best $1000 6.5 CM

My budget is $1000 and I've decided to purchase a 6.5 CM.
I'll try to put all relevant information in hopes to get a consensus.
I have have a high quality swaro on hand, so no need for optics.

BACKGROUND:
Need sub moa out to 500 yards
Hunt elevation in Idaho ranging from 2500ft to over 7000ft.
Weight needs to be reasonable, say 8ish.
Hunting deer and elk. Elk shots not to exceed 300 yards, but deer out 500.
Right handed
Will shoot factory Hornady
Prefer stainless but not a deal breaker
Smooth action
Prefer threaded barrel, so I can install a little bastard brake. Don't subtract the price of the brake from the $1000.

Howa barreled action bedded in a B&C stock. Easy enough to do yourself.

Have a gunsmith thread it for around $75.

If you don't care for the trigger, it's easy to clip the spring a little or just replace with a Timney.

Or do the same thing with a Tikka.

Just bought a Tikka T3X in 6.5 CM (already owned a Ruger FTW in the same caliber, just wanted a lighter setup). Dropped a SWFA lightweight scope ($250 on sale) and DNZ mount ($50) for total of around $1k. Haven’t shot worse than a 0.6 MOA with bulk factory ammo yet, and most stuff is in the 0.3 MOA area.

Everyone else on here is going to say the same thing, but I’ll confirm that the hype is true!

My wife has a ruger American in 6.5 CM. It shoots sub MOA and add a $400-$500 scope and it’ll put you right at $1,000.

A good friend on mine bought a Tikka T3X 6.5 Creedmoor. I have shot the gun several times with factory 143 gr ELD-X's and the gun was awesome. I can find some good deals on them then throw it on a Mesa Precision stock and be right at $1000.

X-bolt Hells Canyon speed. Right at your budget limit, factory cerakote, factory brake. Under 7 lbs.

I put a Bartlein barrel on a Tikka T3 and it is a .3 gun with factory loads. I am fairly certain it is sub .3 with reloads in which we are working on now. 1K gun that shoots like a 6K gun.

Are you looking for the rifle to come in at 8 pounds scoped or bare? If it is scoped then the Bergara and Savage mentioned above are out for sure. I also own a Tikka T3X Lite Creed that weighs 7lb 15oz with a 3-15 tract toric and the scope is 20oz. This gun is truly amazing for accuracy and will shoot 1/2 moa out to 300 yards (Furthest I have been able to go so far) with factory Hornady ELD-X ammo.
