Weight of current rifle is 10lb 1oz. Tikka t3x 6.5cm in a McMillan mtn tracker lr. Looking to do a barrel and keep it under 12lbs. Planning for a bartlein blank. A #4 takes me right to 12 or possibly just over. A 3b should keep me below. Will 3b be effective for nrl? Tia
 
I run rem varm it heavy spiral fluted 22’ in 25 creed. I make light open with a zco 420 suppressor and triple pull. I have a 260 ai with a 20’ #3 Bart and it’s super easy to make LO with it. 140 hybrids at 2850

You're at 10# 1oz all up with bipod and muzzle device in your current config? Nrl weighs everything attached to rifle minus the magazine.

You're not going to want to eat up all 1# 15oz of that limit due to scale inconsistency at weigh in. I'd add enough barrel to get you up to 11# 11ish oz. A light palma will finish a few oz under a Bart 3b at same finish length and still give you 0.750+ muzzle od for 5/8x24 threads. The 3b is 0.700 muzzle at 26in finish, most smith's will recommend a bit larger than that if you want 5/8 muzzle threads.
