Sounds like your torso length is adjusted just a hair too long. Packing meat last year I finally just stopped and shortened my torso length about 1/2''. waist belt stayed in place and pack rode like a dream after that. I find I really need to pay attention to what my pack is doing to get it adjusted perfect. I subconciously hunch my shoulders and lean forward and wonder why my belt eventually slides down for months training before I try adjusting things. After I adjust and it works /fits amazing I wonder why it took so long.
I’ve done it a bunch too.

Slightly higher is how I wear my pack as well. Too low just puts more weight on your shoulders and your hips do not carry as much of the load. Slightly higher puts the weight distribution more on my hips and lessens the wear/tear on my shoulders while also allowing for fuller range of motion in my upper body for drawing a bow.

I use a Kifaru 26" frame. 6'1" 220. Thin muscular build.

Start at belt, cinch down, adjust shoulders until they fully wrap shoulders, there should be a gap between the shoulder blades and pack, tighten load lifters until pack touches back, tighten chest straps to keep them from moving.

People's belly buttons are not all in the same place. A better reference is the illiac crest.

The iliac crest is the curved part at the top of the hip. It forms the wing-like part of the pelvis on which a person will sometimes rest their hands.
