Good question, and you cannot effectively restore an ecosystem that has already been dramatically altered. Unless the plan is to evict farmers and ranchers, the ecosystem will never revert back to what it was 200 years ago. Ranchers losses will be expected to be accepted as the new cost of doing business with new predators in the area.
