I don't have the full reasoning, but here is the way I see it. They meet once a month for their commission meetings and they have to approve the big game quotas which has always been done in the May meeting. If you look at this year and last year there is no April meeting so if they wanted to approve them earlier it would have to be done in the March meeting. This is just my guess, but I assume that they don't have all of their numbers back on health of herd, winter die off, etc so they delay it till May when they have all of their numbers.Just for my education: is there a reason that these numbers are not posted prior to the draw? It would certainly be helpful in decision making...

Why couldn't CPW keep their meeting schedule the same, post the tag allocations in late April as they do now, make the draw deadline early May (I think a week would be ample time for hunters to analyze the tag allocations and make their draw decisions), then post the results beginning of June (seems to me a month is ample time to conduct the draw but I will admit I don't know what all it entails on their side)? There's probably something I'm missing but seems like easy changes that would be better for the processCPW could wait until the winter counts are done, make the deadline to apply June 1, then publish the results in mid-July.
