I have both, and for me the incremental Rostock benefits aren't worth it for small calibers. Probably 6.5 creed and up for me. I put an echo on my 7PRC and it's great. Perhaps shot spotting would be a tad better with my RS, but I'm not a veal team six sniper like most everyone else out here...

The answer for the Tikka is to find a T3X compact stock. Those come with spacers as well to tailor. Another semi-affordable option could be a KRG Echo stock. I had to install an inch of spacers as they come a bit short for most.

In my experience, Federal, Winchester, Remington, etc are horrible. Flash holes off center, etc. I would avoid those.
Hornady and Norma are mid grade and ok.
