I only have limited experience with Nosler brass. My batch was undersized (too short) and had the tightest primer pockets I've ever seen. This takes the cake though. Absolutely ridiculous for what they cost. I've heard Norma makes all their brass but don't know it for fact.

I have only used the 21st Century primer, but I'm completely satisfied. 26 clicks from the bottom for small, 37 clicks for large, with primer pockets corrected using K&M's primer pocket tools. Consistent seating depth every time.
Tikka mags should be good for a coal of 3.33" assuming it's the same mid-length action as the .30-06 & 7 Rem Mag. I've loaded some rounds for my 6.5x55 longer than 3.15" and had plenty of room to spare.
In that case I would full length size, remove the expander ball, and expand the neck inside diameter with a mandrel. Be sure to use lube on the case body and inside the neck.
You could also just use a body die and a Lee collet die, but the mandrels will give you more control.
Different cartridge (6.5x55) and brass (Lapua), but I went up to 2906 fps using 44.7 gr H4350 in a factory 22.4" Tikka with the 127 gr LRX. Coal was 3.05" which was 0.11" off the lands. No pressure signs on the brass or primers. I estimated the pressure to be around 66500 psi in QuickLoad...

Aside from my initial thought (why brake a 6 5CM?), see if your friend will let you to remove the brake and let your boys shoot it before you make a choice, to see worst case recoil in a 6.5. Just my opinion but it shouldn't be an issue. My buddie's 10 year old daughter shoots a 6.5CM loaded...
I don't load any CM cases, but I would be curious if you can get enough H4831 in those cases to get the kind of velocity that a faster burning powder can produce. I would think H4350/RL16/N555 would be much better options in those cases. Like Flyjunky said, if you're hoping to use only 1...
