There are 58 3-4 point tags for deer, and 36 for elk according to the draw stats this year. Could also be my perception of the list, as 2nd season and muzzy won't fit my schedule so I'm looking past those. Also, some of the 0-1 point units I would like to hunt again aren't really showing up...
I believe they have to clear out your current tag first, or the system won't sell you another tag (assuming they're both List A tags). So, you do face the risk of losing the tag you turned in and also not getting the tag you hoped for if it's gone.
What you wrote is correct though. The group is "bundled" and has one point level. It's the lowest in the group. If four guys go together and 3 of them have 10, 9 and 7 points, and the 4th has zero, that group application has zero points.
I've always heard that's because of group applications, like you described. The unsuccessful folks with 3 points were grouped with someone with 0 points and as a group they were unsuccessful.
