you could email mfg for the alloy and heat treat regimine. Then ask nitrider what the time & temp is. Then review the heat treat chart for said alloy to understand if it will alter the metallurgy.

Realize that for a 1/2" long level, if the hole is oversized by 0.004" it is capable of being off by 0.5°
How did you determine your levels are 0.5° offset?
How are you getting your scope reticle closer than 0.5° relative a bubble level?

These are not the same as a conventional carpenter's level
I'm trying to inform you that your expectations are unrealistic, no matter how simple a bubble level install seems
0.5° would create less than one click of windage error after dialing 10 MILs.
That is still something. And that is why...
1) what @wapitibob said. They are not defective. It is not feasible to make affordable levels all the same and all dead-level to the base like people think. 1/2 a degree is pretty great
2) spin the scope to match
3) I much prefer tube-mounted levels anyway for the reasons you stated
Adjust your torque a little less or a little more to clock it perfect to your eye. It's not an exact science
And of course, if it's always going to be covered by a suppressor, it matters not at all
From everything I have read about the release:
They added cappability to both turrets.
They did not significantly reduce or change the height of the turrets at all
They added zerostop

If you are diligent about checking the forecast and elevations you expect to hunt, and then making/selecting the cards to suit that...
I tried hard cards for a while and they always sucked when trying to hit anything past 500 yards
Live data was key to my limited success past that. Emphasis on "limited". 800 yards is quite a poke in my opinion without a robust way of collecting live environmentals
This kind of confirms what I suspected with the 5. I had little experience around them, but figured it would be instant buyer's remorse.
