When you fist activate it, there is a $20 charge and a 3 month minimum of having it activated. You choose whichever plan you want. After the 3 months you can go down to the $4 a month (all that does is secure the same phone number and not require you to pay another $20 activation fee when you want to start using the service again). Then when you want to reactivate it, it's a month long minimum activation.

Hopefully I explained that correctly and it makes sense.

So say instead of suspending I cancel the subscription, does that mean I’ll have to pay another 3 month min and $20 fee? If it’s just used for a couple weekends maybe in 1 month maybe in 3 months does this make a inreach cheaper?

Yes, that is correct. You'd have to pay the $20 activation fee and have it active for another minimum of 3 months.

I can't speak on the inreach, I don't know anything about their plans.

Does anyone know if you can bluetooth to 2 phones for outgoing service? Say I break my phone or it dies, can my buddy then send messages through the Zoleo unit?

At the same time no. If you break your phone no. If your phone dies no.. if your phone is dieing and you can disconnect from it then your friend can connect. I disconnect from mine and let my wife take it when she goes into the woods. Have disconnect and let friends take it.
