Wyoming Whitetail units 11,12,13,14

Hello, I am planning to hunt whitetails in these units towards the end of October and early November. Just curious what the whitetail population is like on public out there and whether I should be picky or not. Any help/tips would be greatly appreciated!

I hunted unit B last year for mule deer and antelope the very few whitetails i seen in the units you have listed where near ag fields and waterways. All on private land too.
