Wyoming tag question

Is it possible to buy a leftover cow tag in person at a license issuer (physical sale) in wyoming as a non-resident - or is it online sales only?

Unless things have changed in the last couple of years then yes you should be able to do that. Last time I was there I was in a Sinclair gas station getting ice and some snacks and they sold left-over tags, heck the cafe I would eat breakfast in also sold tags.
