Wyoming non-resident draw odds reports - what do the "<" rows mean?

Feel free to link me to another post if this was explained elsewhere. Ultimately just trying to understand what the "<" ("less than") lines mean in the draw reports.

Looking at the first example (Antelope-001-1), you can see that there was a non-resident regular quota of 144. Two were given to people with 7 points; one with 6 points; seven with 5 points. Then there is a row saying that 2 were taken by people with "< 5" points. Obviously many examples all over the document.

For the life of me I can't figure this out. It's not the random draw (those are a separate pool and shown in another document). It's not a just a summary grouping of all people with <5 points, because you can see in lower rows that people with <5 points drew many more tags than 2. So what does this mean?

Is this party hunting? Maybe this is saying "there was a party of 2 with an average less than 5 but more than 4 (so, 4.5) that drew 2 tags"? This is the only explanation I can come up with.
 
The <2 line means all the preference point averages that are between 1.0001 and 1.9999, so essemtially all possible numbers (preference point averages carried to four places) between 1 and 2.

Well not to be too technical, but it's actually not a less than symbol, but used to note that the "spill tier" moved to the next points applicants. Those reports are one of WY specific quirks. They are so fun to read. You'll catch the pattern as it unfolds. Concentrate on the Odds row and work your way down to where your below 100% odds. Then look left to the Pref_pts row. This is your points floor.
