Wyoming Elk Non Resident Success Rates

Looking at higher success rates for non residents hunting elk in units 81, 86, 89. I know this is Griz country so that limits hunter #s but is the success rate higher for NRs because they are using outfitters? There are no wilderness areas so I’d think it’s mostly DIYers?
